Every database below is searched from the authoritative government source (US EPA or the state environmental agency), at the ASTM E1527-21 search distance shown. We publish what we cover, what we don't, and how we validated it — judge us on the numbers.

Validation against real EDR reports

We measure ourselves against actual EDR "Radius Map" reports from completed projects: site-level recall = the share of EDR's mapped sites that also appear in our data (at 150 m / 375 m matching tolerance).

Caveats stated plainly: where EDR's export carries no coordinates we geocode its addresses, which understates the true match rate; per-database labels differ between vendors, so site-level (any-source) matching is the honest comparison. Full methodology available.

AAI record-class coverage by state

40 CFR 312.26 enumerates the record classes All Appropriate Inquiries requires. The table below reports, for every jurisdiction, which classes have a direct state source. Classes marked (federal backfill) are additionally covered nationwide by a federal source, so a state gap there is mitigated rather than open; the first three have no federal equivalent, so a gap is a genuine limitation and is disclosed as such.

Note on voluntary cleanup. Many states do not publish a separate voluntary-cleanup list — voluntary participation is a status or program code inside the state cleanup registry we already search. Cells reading in registry are covered that way, verified against the registry's own program field:

• Maine — PROGRAM='VRAP' (Voluntary Response Action Program) in the DEP remediation registry
• Minnesota — si_type='BROW' — MPCA's voluntary investigation/cleanup track
• Montana — vcra_prog_int flag (Voluntary Cleanup and Redevelopment Act) on the DEQ state-superfund facility layer
• Nebraska — programs contains ':RAP:' — NDEE glosses RAP as 'Remedial Action Plan Monitoring | Voluntary cleanup of any site', and the agency's own VCP page says the programme was established by the Remedial Action Plan Monitoring Act. 411 of 70,590 facilities. NOT relabelled: those sites are already served as SHWS by NE-NDEE-SHWS and moving them would strip the cleanup registry
• New Jersey — LEAD='LSRP' — NJ replaced a separate VCP with the Licensed Site Remediation Professional program; those sites sit in the Known Contaminated Sites List
• New Mexico — REGULATORY_STATUS='Voluntary Stage 1/2 AP' in the NMED SCP registry
• Ohio — activity contains 'VAP' (Voluntary Action Program) in the DERR sites layer

Partial coverage. These cells read yes but the source does not cover the class the way a full state registry would. Read them with the caveat, not as completeness:

• District of Columbia / Voluntary cleanup — DOEE publishes its Voluntary Cleanup Program sites (67) but no cleanup-registry or solid-waste layer; DC otherwise relies on the federal databases
• Illinois / State cleanup / remediation registry — 417 of 530 State Response Action sites geocode (79%); the rest carry addresses our geocoders cannot place and are absent rather than mislocated
• Louisiana / Solid waste / landfills — 56 of 91 landfills geocode (62%) — many Louisiana facility addresses are rural descriptions rather than street addresses. The LDEQ GIS server remains unreachable; this comes from the LDEQ portal's rendered report
• Mississippi / Solid waste / landfills — a 2012 HIFLD/ORNL-derived extract of MDEQ's active listing, hosted by a university clearinghouse rather than by MDEQ; stale and active-biased
• Nevada / Solid waste / landfills — NDEP's landfill inventory carries no closed/inactive status — it is a current-facility list, so formerly-permitted and historical landfills are not enumerated
• Virginia / State cleanup / remediation registry — Virginia runs no state superfund program. The wired source is DEQ's Federal Facilities Restoration list (23 federal installations under DEQ oversight); the bulk of Virginia's remediation universe is the Voluntary Remediation Program, wired separately
• Wyoming / State cleanup / remediation registry — 20 site-boundary polygons served from an unbranded ArcGIS Online organisation under a generic service name; genuine cleanup data but thin and on a fragile host

Confirmed absent. Investigated and found genuinely not to exist, rather than left unexamined — the state does not run or does not publish the programme at all:

• Alabama / State cleanup / remediation registry — the Alabama Hazardous Substance Cleanup Fund site list is published only as narrative PDF; ADEM's GIS carries brownfields, landfills and tanks (all wired) but no cleanup registry
• District of Columbia / Landfill / solid waste — the District operates no landfill and publishes no permitted solid-waste facility inventory. Searched and empty: opendata.dc.gov (no waste-facility, transfer-station, landfill or brownfield dataset; the only 'solid waste' entry is an education and enforcement layer), the DCGIS DDOE folder (wetlands, RiverSmart and test services only) and the DPW folder (68 services, all collection routes and operations). DC's waste is handled at transfer stations and hauled out of the District, so the AAI landfill class has no District-level source; the EP must consult DOEE directly and treat historic fill -- e.g. the closed Kenilworth Park landfill -- as unenumerated here
• District of Columbia / Solid waste / landfills — the District operates no landfills — its waste leaves via transfer stations — and no landfill layer is published; the federal databases apply
• District of Columbia / State cleanup / remediation registry — the DC government ArcGIS organisation (3,892 services, enumerated) publishes no remediation or contaminated-site layer; DOEE's Voluntary Cleanup Program is wired and is the district's only published cleanup universe
• Louisiana / State cleanup / remediation registry — not published in any machine-readable public form. Checked and exhausted: the LDEQ GIS server (gis.deq.louisiana.gov, connection times out) and maps.deq.louisiana.gov (no DNS); LDEQ's own ArcGIS Online organisation, all 711 items enumerated — it holds ambient water quality, fish advisories, storm-debris response imagery and one-off drone surveys of individual landfills, but no facility registry; the LDEQ portal, which server-renders a Solid Waste Landfill Report (wired) but no remediation equivalent and exposes no report index; the Louisiana Dept of Agriculture ArcGIS org; and a global ArcGIS Online search. A public-records request, or LDEQ's EDMS document system, is the remaining route
• Michigan / Voluntary cleanup — Michigan runs no separately-administered voluntary programme — Part 201 is a single unified remediation track, already wired as the state cleanup registry
• North Dakota / State cleanup / remediation registry — no publicly queryable state-lead contaminated-site list; ND publishes tanks and landfills (wired) but not a cleanup registry
• South Dakota / State cleanup / remediation registry — South Dakota maintains no separate state-lead cleanup registry; DANR publishes tanks, spills and solid waste (all wired) and cleanup is handled within those programs
• Utah / Registered storage tanks — Utah AGRC retired the DEQ underground storage tank service: its ArcGIS Online item is titled "{Deprecated} Utah DEQ Underground Storage Tanks" and the endpoint now returns HTTP 400 Invalid URL. No replacement is published -- the only live UST data on that organisation is DEQMAP_TANKUST, a non-spatial table of 18,866 tank rows keyed to a facility id, carrying no name, address or geometry. The connector was REMOVED rather than left pointing at a dead service, because a dead connector returns zero rows silently and reads as coverage. EPA UST Finder supplies this class nationally, so the gap is mitigated

Not yet connected — and why

We list gaps instead of hiding them. This list is generated from the connector registry, not maintained by hand, so a jurisdiction cannot go silently missing. All of these still receive the full federal database search; their state-level sources are pending:

Classes with no state or federal source anywhere

One record class named in 40 CFR 312.26(a) is not currently covered by any connector, in any state, and no federal substitute exists. We disclose this rather than imply coverage:

• Tribal records — partially covered. Every report states whether the subject falls on or near tribal land (BIA/Census AIANNH boundaries, rendered in the physical-setting section), which is the 312.26(a) jurisdictional question. What is NOT wired is any tribal environmental REGISTRY: if a tribe maintains its own cleanup, tank or spill list, this engine does not search it, and an environmental professional should document that gap.
• Local government records — municipal/county fire, health, and building department records and local landfill inventories are jurisdiction-by-jurisdiction and are not systematically collected here.

Every connector queries the agency's live system or a cached copy of the agency's own published download; nothing is transcribed by hand. Data currency per source is printed in each report's appendix.
